Remember, the weather changes and when it is warm in the Washington Area it may not be up in the mountains.

Good pair of hiking boots (water proof)
Several pairs of hiking socks (Smart WoolTM, etc) "Dry Feet make for a Happy Camper!"
Back Pack, internal or external frame. Make sure it fits you well. The weight is supported by your hips, make sure the straps fit well in this area and are readily adjustable for growth.
Water bottle
Pocket knife (after Tot'N Chip is earned)
Flash Light (extra batteries)
Mess kit (plate, cup, utensils)
Sleeping Bag (pillow - optional) be sure to determine the thermal rating is appropriate for the season.
Rain Gear: must have either a poncho or a jacket and pants. This is very important to prevent hypothermia
Personal First Aid Kit: made as a Second Class Requirement
Personal Hygiene Kit: soap (environmentally friendly), tooth brush, tooth paste, wash cloth, towel (A scout is clean!), (optional: sunscreen, non-aerosol bug repellant).
At least ONE or MORE Changes of Clothes "Staying Dry is the name of the game!"
SEASONAL:
extra layers for changing temperatures. Make sure you have a warm jacket for night and layers for when you hike and work up a sweat. Gloves and hat.
